He said the seven people arrested after protests, during which a police inspector was injured and three police cars damaged.
The residents of Zithobeni and Rethabiseng townships were reportedly angry over plans to integrate their area into Mpumalanga and have declared a stayaway on Wednesday.
The residents went on the rampage on Monday after a community meeting attended by about 500 people in the town hall at 20:00.

Four Mozambicans and a Zimbabwean, aged between 20 and 34, were expected to appear in Bronkhorstspruit magistrate's court on charges of murder and robbery, said Sebola.

Scores of Bronkhorstspruit residents, angry about their proposed incorporation into Mpumalanga province, marched on a community hall in the town's Zithobeni township on Wednesday.
Earlier, seven residents had appeared in court in connection with violent protests after confirmation - at a community meeting on Monday - that the incorporation would happen.
Residents of Zithobeni and the other affected township, Rethabiseng, had already marched to the court for their appearance and were making their way back to Zithobeni for a meeting to discuss the matter further.

Located in Bronkhorstspruit, 40km east of Pretoria, the temple is the largest Buddhist facility in Africa.Nyakunga recognises HIV/Aids as one of the most serious problems affecting the temple's neighbouring communities.
Since 2002, he has joined forces with several home-based care centres in Zithobeni, Rethabiseng, Ekangala, Cullinan and Kwamhlanga to organise food and clothing drives, run monthly soup kitchens and collect medical supplies such as wheelchairs and crutches.
The temple hosts regular workshops to teach people of all faiths about nutrition as a necessary complement to any form of HIV medication.

Access to information is critical to enable the people, particularly the poor and the marginalized, to use their rights and to entrench a people-centred, participatory democracy.
