Zoe Lofgren (born Sue Lofgren on December 21, 1947), American politician, has been a Democratic member of the United States House of Representatives since 1995, representing the 16th District of California (map), based in San Jose.
A lifelong Bay Area resident, Lofgren attended Gunn High School in Palo Alto, earned her BA at Stanford University and a law degree at Santa Clara University.
Lofgren was only the second representative of the 16th District (Edwards had served since the district's creation in 1963.

Zoe Lofgren was born in San Mateo, Calif. and lives in San Jose, Calif. She received a bachelor's degree from Stanford University in 1970, and a law degree from the University of Santa Clara in 1975.
Zoe Lofgren is a liberal Democrat whose 1994 campaign for the House emphasized her background as the daughter of a union man. In Congress, she has promoted industry as well — specifically, the high-technology juggernaut in Silicon Valley.

Lofgren’s HR 2601 creates a simple mechanism by which copyright owners who wish to avail themselves of the additional 20 years of protection would have to pay a $1 fee 50 years after the work was published and every 10 years thereafter.
The plan would work on two fronts: if copyright owners do not pay the fee, the work enters the public domain, meaning that libraries and others would be free to make the work available in digital editions.
