I had heard somewhere that it is nearly impossible to breed zebras in captivity, let alone to a horse.
The main reason why they use the zebra stallions and the horse/donkey mares is because you want the mother to have a really good temperment so that the foal is not as spooky of people.
The problem with the zebra crosses is that unless a person takes a lot of really extra special care, they always have a wild streak and are extremely unpredictable, more so than any horse, mule or donkey--sort of like other animal hybrids that have a wild animal as one parent.

yes, they are, and I pony even my zebras, but if your zorse is already older and can't be settled by your pony horse, then you need to do a lot of ground work first to teach your zorse to lead, tie, 'come to' and 'go away' on the forehand.
You might want to stall him next to the pony horse for a little while - a few days to a week so they can share experiences, see each other, eat together as it were, and become friends before you ask for such an intimate relationship of the zorse as ponying is to a stripey.
He needs to feel really trusting of the other horse in order to know that it will not get him into some kind of trouble and trust you above him, so that he will not think you are predator.
