ZUGDIDI, GEORGIA—Today a troop of club-wielding police broke up a convention of Jehovah's Witnesses by beating several delegates, setting fire to private property and detonating cannon shells.
The mayor of Zugdidi, as well as military and police officials, had threatened the convention organizers that they would not allow the convention to proceed, said Genadi Gudadze, a convention speaker from Tbilisi who was present during the attack.
The mayor of Zugdidi was advised that Article 25 of the Georgian Constitution guarantees the right of all persons to hold a public assembly without prior permission, said Mamuka Chabashvili, legal counsel for the Witnesses.

Zugdidi is in the west of Georgia and borders the Georgia-Abkhazia conflict zone.
This event was preceded by another in Zugdidi where protesters stormed the administration building and for six hours prevented Minister for Refugees Eter Astemirov from leaving the building.
As journalists were informed by the city police, two policemen were injured and special forces have arrived in the city to maintain the peace and they also helped Mr Astemirov to escape from the building.

Security ends at the city limits, however, and the road from Zugdidi to the eastern part of Georgia is often attacked by Georgian robbers, widely believed to be affiliated with the paramilitary group known as the Mkhedrioni.

Deeply concerned at the continuing tense and confrontational situation in the Zugdidi and Gali regions of Georgia and at the risk of resumed fighting, the Security Council this afternoon decided to extend the mandate of the United Nations Observer Mission in Georgia (UNOMIG) for a new period ending on 31 January 1999.
It also helps to create a sense of confidence and security among the local population of the Gali district, to which most of the refugees and internally displaced persons are expected to return, and to prevent further abuse of the population by Abkhaz militia and armed groups.
In the Zugdidi sector, a gradual reinforcement of forces belonging to the Georgian Ministry of Interior and the police of the Abkhaz Government-in-exile has been observed.

On July 23, 1994, two tanks of the peace-keeping forces, located in the village of Anaklia, Zugdidi region, kept shooting towards the village of Kulevi in the Khobi region for two hours.
On August 14, 1995, representatives of the Russian peace-keepers at the checking post of Darcheli, Zugdidi region, without any reason arrested a refugee from Gali - policeman Nugzar Kvaratskhelia, who being insulted and assaulted, was put into a refrigerator and at the same time threatened to be handed to the Abkhazian part.
On 10 December representatives of the RPK, committed the concluding part of the punitive operation, realized by the Abkhazian boeviks in the region, as a result of which the family Arakhamia - father with two daughters from the Repi settlement - were brut ally killed.

Zugdidi police officers have not found the location of a Turkish Businessperson who was kidnapped from Zugdidi yesterday.
Samegrelo Regional police say that the abduction was related with the personal business of the Turkish businessperson Idin Gekigiki, whom the criminals must have considered richer than he really is. Idin Gekigiki d his father lived in Zugdidi and where they ran timber business.
Zugdidi Prosecutor's office has already built up a criminal case under the article of "illegal detention." Investigation has been launched.
