Problem 2: Zulu Time to Local Time   (Site not responding. Last check: 2007-10-13)
With the use of Zulu time, all pilots and air traffic controllers will be recording the same time independent of their local time and, in turn, their locations in the world.
The time zone indicators are E for eastern-standard time, C for central-standard time, M for mountain-standard time and P for pacific-standard time.
You are to produce the local standard time that would appear on a 12-hour clock for the indicated time zone and given Zulu time.

Times on weather reports and forecasts are almost always in Zulu time (It used to be called Greenwich Mean Time.) This same time is also known as Coordinated Universal Time (UTC) and also as Universal Time.
The term "Universal Time" is usually used in astronomy while "Zulu time" is used in meteorology and aviation.

 Time Zones and "Z" Time
GMT time is also referred to as "Z" or, phonetically, "Zulu" time, for the letter identifying that time zone centered on the Greenwich Prime Meridian (See the time zone labels along the top of the accompanying World Map of Time Zones).
Civil time zones were initially instituted in the U.S. and Canada in the 1880's by the railroads to standardize time keeping.
Time in the Z or UTC system is reckoned from the local standard time observed along the Greenwich Meridian.

Standard time zones are established at intervals of 15 degrees of longitude east and west of the Prime Meridian.
The exact boundaries of the time zones are modified by political and geographic considerations, but generally form about seven and one half degrees, on either side of the zone reference Meridian.
The time of each zone is an integral number of hours earlier than Universal Time Standard (UTS), or Zulu, Greenwich, England time.

Computer, Telephony and Electronics Glossary and Dictionary
Zulu time is used in the military, navigation, computing and telephony generally as a term for Coordinated Universal Time (UTC), sometimes incorrectly called Universal Time Coordinated, Universal Coordinated Time or Coordinated Universal Time (but still abbreviated UTC universally), and often called (again, incorrectly) Greenwich Mean Time (GMT).
Greenwich Time, now often called Coordinated Universal Time, is the time at longitude 0 (zero) degrees 0 (zero) minutes - the prime meridian or longitudinal line that separates East from West in the world geographical coordinate system.
Zulu time is usually expressed in terms of a 24-hour clock using the Gregorian time divisions of hours and minutes.

Coordinated Universal Time - Wikipedia, the free encyclopedia
UTC is derived from International Atomic Time (TAI), which is a time scale tracking proper time on the surface of the Earth with no reference to the rotation of the Earth.
However, it was widely desired to keep civil time synchronised with the Earth's rotation, and many uses of time signals (such as for navigation) relied on their closely matching Universal Time.
The resulting gradual shift of the sun's movements relative to civil time is analogous to the shift of seasons relative to the yearly calendar that results from the calendar year not precisely matching the astronomical year length.

U.S. Navy: The meaning of "Zulu"   (Site not responding. Last check: 2007-10-13)
Our natural concept of time is linked to the rotation of the earth and we define the length of the day as the 24 hours it takes the earth to spin once on its axis.
As time pieces became more accurate and communication became global, there needed to be a point from which all other world times were based.
As a result, when the concept of time zones was introduced, the "starting" point for calculating the different time zones was/is at the Royal Greenwich Observatory.

 Zulu Time
To explain "Zulu" time, we must explain "Z time," which was developed by Nathaniel Bowditch, an 18th century sea captain and author of "The American Practical Navigator," still considered an essential textbook on sea navigation.
Thus was the notion of time zones born, and Bowditch designated them with letters, marching East from Greenwich, through the International Date Line (180 degrees longitude), and back to England as he neared the end of the alphabet.
From "Z time" to "zulu" is a much simpler jump.  "Zulu" is simply the letter "Z" rendered in the NATO phonetic alphabet used by the military and air traffic controllers ("Alpha, Bravo, Charlie, Delta, Echo, Foxtrot," etc.) for clarity in radio transmissions.

This notation, "Z", is appended to times on most navigational, meteorological, and astronomical charts today to indicate that the time of the chart is in "Greenwich Mean Time".
