In Zagreb Arbour met with a cold shoulder because Justice Minister Zvonimir Separovic told her that Tuta's extradition was out of the question as he was being tried in Zagreb, while judicial proceedings for the extradition of the other defendant, found guilty under a valid verdict, have not been completed yet.
Perhaps the Chief Prosecutor would have accepted this explanation had not Separovic gone even further and stated that the extradition of the notorious war criminals would be considered only after the completion of their case before the Croatian courts and the serving of full sentence in Croatian prisons.
Separovic was especially touchy when it came to the possibility of pressing charges against several Croatian generals for crimes committed during and after the "Storm" and "Flash" operations.

ZAGREB, May 24 (Hina) - Croatian Justice Minister Zvonimir Separovic and the former president of international Jewish organisation B'nai B'rith, Tommy Baer, on Monday held talks in Zagreb discussing the Zagreb trial of war crimes suspect and Croatian World War Two commander, Dinko Sakic.
He said he believed justice would be done at the end of the trial, and agreed with Minister Separovic that the goal of the trial was truth.
Separovic said he was sure that "in this case, all the principles of the law, as well as the human rights of the victims and of the defendant, will be respected, and that the court will reach a verdict based on the evidence it is gathering."

After the talks he held at the beginning of last week in Zagreb with Tribunal Chief Prosecutor Louise Arbour, Croatian Minister of Justice, Zvonimir Separovic stated: "It is within our rights to dispute the Hague Tribunal's jurisdiction.
The day after talks with Separovic and Foreign Minister Mate Granic, Arbour announced in Zagreb she would take action hitherto "reserved" for the FRY and would ask the President of the Tribunal to report Croatia's non-cooperation to the UN Security Council.
On Tuesday, July 20, in Zagreb, Arbour gave a detailed inventory of those problems that she said were causing "grave concern about the level of cooperation my office has been receiving from the Croatian authorities." In talks with Separovic and Granic, Arbour cited a long list of OTP requests for assistance that went unanswered.

According to Pukanic, "it's clear that the judge bent under pressure." On 9 June, Separovic was arrested and charged with disclosure of state secrets.

THE HAGUE, Aug 25 (AFP) — UN war crimes tribunal president Gabrielle Kirk McDonald on Wednesday reported Croatia to the UN Security Council for non-cooperation with the tribunal.
The formal accusation came in a letter addressed to the Security Council president and copied to Zvonimir Separovic, Croatia’s minister of justice.
The letter asks the Security Council to “provide the support necessary to enable the International Tribunal to discharge its mandate,” and to “take measures that are sufficiently compelling to bring the Republic of Croatia into compliance with its obligations under international law.”
