  NDBC - Dial-A-Buoy
Wind and wave measurements taken within the last hour at buoy and coastal weather stations operated by NDBC and a growing number of Integrated Ocean Observing System (IOOS) partners can be heard using a cell phone.
Buoy reports include wind direction, speed, gust, significant wave height, swell and wind-wave heights and periods, air temperature, water temperature, and sea level pressure.
For Internet users, maps showing buoy locations are given at http://www.ndbc.noaa.gov/.

The NOAA deep water buoys, also sometimes referred to as NOMADs, such as those placed around the Hawaiian islands, are anchored in deep water often as deep as 15,000 feet.
The buoy has instruments that measure wind speed and direction, air and water temperatures, atmospheric pressure, and wave height and period.
The buoy is able to sort out these waves into their respective frequencies or periods while the human observer, especially on a moving ship, will have a much more difficult time putting a number on the estimate of the dominant period.

Atmospheric pressure measurements from a small drifting buoy in the open ocean are difficult to obtain due to natural atmospheric pressure variation, wind interaction with the sensor, sensor error, sensor calibration and long-term drift, telemetry bit errors, and other factors (DBCP 1995).
The accuracy of buoy positions depends on the oscillator stability of the buoy transmitter, the geometry of the NOAA satellite pass for ARGOS Doppler locations or the GPS constellation (for buoys with GPS receivers), the movement of the buoy, and inaccuracies of the satellite orbit ephemeris.
The parameters measured by the buoys are averaged onboard the buoys to minimize errors resulting from buoy motion and environmental variability (DBCP 1995).

The buoy is being placed between Thailand and Sri Lanka, two of the countries worst-hit by the 2004 tsunami which killed more than 200,000 people.
The buoy, provided by the US, is able to detect sudden increases in pressure deep under the sea and give coastal communities early warning of a tsunami.
It is hoped that eventually a network of 24 buoys will extend to Indonesia and Australia, along the deep and unstable fault-line that caused the 2004 earthquake.

The NOAA Marine Environmental Buoy Database (NODC File 291) is one of the largest and most frequently used data archives maintained by the NODC.
The data are collected from NDBC moored buoys and from C-MAN (Coastal-Marine Automated Network) stations located on piers, offshore towers, lighthouses, and beaches.
