Delays in changing a bus route are costly: the county must subsidize the cost of the route in the meantime, and county residents are given less than optimal service until the route is changed.
Under the consolidated system, a bus driver is accountable to a rider in Montgomery County through Metro's management, which is accountable to a board of directors, of which two voting members are accountable to the Maryland suburbs through the state government, who in turn are informally accountable to the county government and the rider.
With Ride-On, however, the driver is directly accountable to the county government (as a county employee, or as an employee of a contractor responsible to the county), and the government, in turn, to the rider.

Total production for the 2002-2003 school year for vehicles manufactured to school bus construction specifications was 41,305 units, including Types A, B, C and D school buses and 460 AAVs and 32 MFSABs.

The full story of school bus production during the past year, however, derives more from the fact that last year's production data mirrors that of the 1997-98 school year when 41,080 school buses were manufactured.
