He was making a tongue in cheek remark that if you played the way he suggests in HPFAP (or humorously if Sklansky played that way) you would not do that well in a loose game against bad players.
Sklansky's advice (which then would not have included his recent book) can be taken way too far, especially in loose low-limit games.
