Krasnovodsk and North-Cheleken Bays are situated directly to the southeast of Krasnovodsk, which is the main port at the southern end of the east coast of the Caspian Sea.
Krasnovodsk and North-Cheleken Bays are good examples of saltwater lakes characteristic to the eastern Caspian Sea coast.
The saline to brackish waters of the two bays are separated from the Caspian Sea by the low Krasnovodsk and North-Cheleken Islands, and a chain of smaller islands.

In the early 19th cent., the Turkmens became subject to the khanate of Khiva.
In 1869, Russian military forces founded Krasnovodsk (now Turkmenbashi) and began to conquer the Turkmens, whose fierce resistance to Russian encroachment was broken in 1881 with the conquest of the Dengil-Tepe fortress.

Situated on the eastern shore of the Caspian Sea in the homony-mous gulf, Turkmenbashi, formerly Krasnovodsk, was founded in 1869 as a first outpost of Russian presence in Turkmenistan.
With the construction of the Transcaspian railway line, connecting it to Ash-gabat since 1880, the city became, thanks to its port, the main com-mercial pole of the country for the exportation of cotton.
After the pro-clamation of the independence of Turkmenistan, occurred in 1991, some considerable works of enlargement of the structures of the port have been started with the object of transforming Turkmenbashi into a modern port, adequate to the current requirements of the country.

Both were already serving sentences of 15 and 12 years respectively in Krasnovodsk maximum security prison after being found guilty in 1995 of anti-state crimes including plotting to assassinate the President of Turkmenistan.
Amnesty International had been calling for the 1995 convictions to be reconsidered, fearing that the charges against Mukhametkuli Aymuradov and Khoshali Garayev had been fabricated and that the men were being punished solely because of their association with exiled opponents of the government of Turkmenistan.
It was originally reported that the new trial would be held on 30 November 1998 in a closed court in the maximum security prison at Krasnovodsk where the two were serving their sentences, and that only the prisoners' lawyers would be allowed access.

The land bordering the sea was mostly desert but there was a small port, Krasnovodsk (now Trkmenbashi), opposite Baku and from it a railway to the interior of Central Asia and the Afghan border.
Both the railway and the port were strategically important and a considerable quantity of raw cotton, an important war material, was awaiting shipment at the port and along the railway.
There was clearly no point in the RN Caspian Flotilla remaining in Krasnovodsk and they returned to Baku, where they arrived 17 November 1918.
