		A terrorist organisation is an organisation that engages in terrorist tactics, they are also (perhaps more neutrally) referred to as militant organisations.
		The cliché, "One man's terrorist is another man's freedom fighter" has some relevance as, while Terrorism can technically be defined as politically motivated violence against non-combatants, use of the term is uneven and dependent on the observer's political perspective and moral judgement.

	European Union Expands Its List of Terrorist Groups
		Nor is Hezbollah of Lebanon, though one of its leaders is on a list of individuals whose assets are to be frozen.
		The Turkish Islamic fundamentalist group Hizbullah, which is believed to be unrelated to Hezbollah of Lebanon, is on the list, but Turkey, a candidate for membership in the European Union, wanted other names included that were not.

	Text: U.S. Places 39 Groups On Terrorist Exclusion List
		The U.S. Department of State has issued a terrorist exclusion list that designates 39 groups, charities, and companies as "supporters of terrorism" that are now subject to specific visa restrictions, State spokesman Philip Reeker said December 6.
		Reeker said the groups were placed on the newly-created list under sections of the Immigration and Nationality Act, which was recently amended by the new USA PATRIOT Act.
		To further protect the safety of the United States and its citizens, Secretary of State Colin L. Powell, in consultation with the Attorney General, on December 5 designated 39 groups as Terrorist Exclusion List (TEL) organizations under section 212 of the Immigration and Nationality Act, as amended by the new USA PATRIOT Act.

	Online NewsHour Update: U.S. State Dept. Adds Three Chechen Groups to Terrorist List -- February 28, 2003
		The three groups, which have a number of aliases, were named as the Riyadus-Salikhin Reconnaissance and Sabotage Battalion of Chechen Martyrs, the Special Purpose Islamic Regiment and the Islamic International Brigade according to the Federal Register, a U.S. government publication.
		Placement on the joint State and Treasury Department terrorist financing list requires banks to freeze any assets the groups may have in the U.S. and makes it illegal for U.S. citizens to make financial or material contributions to the organizations.
		Because of the groups' suspected links to al-Qaida, the U.S., with support from Russia, Britain, China and Spain, is asking the United Nations to put the organizations on its own list of sanctioned groups.
