Royal Canadian Mounted Police - Wikipedia, the free encyclopedia
The RCMP was created as the North West Mounted Police (NWMP) in 1873, given the "Royal" title in 1904, becoming the Royal North West Mounted Police (RNWMP), and renamed to the Royal Canadian Mounted Police Force in 1920 when the RNWMP was merged with the Dominion Police.
The RCMP was created as the North West Mounted Police (NWMP) on May 23, 1873 by Sir John A. Macdonald, the first prime minister of Canada, with the intent of bringing law and order to (and asserting Canadian sovereignty over) the North-West Territories (which then included modern day Alberta and Saskatchewan).
Although it is a police force, the RCMP has the status of a regiment of dragoons, and as such is entitled to wear battle honours for its war service as well as carry a guidon.

 Disciplinary Appeal - D-081
The RCMP adjudication board that conducted a hearing into the allegations of misconduct against the Appellant concluded that the Appellant’s actions were disgraceful because they violated the oath of secrecy that he had taken upon joining the Force.
Committee’s Findings: An RCMP member’s intentional violation of the oath of secrecy is, prima facie, disgraceful conduct that could bring discredit upon the Force and therefore something for which it is appropriate that the member be disciplined, unless the member acted to disclose a matter of legitimate public concern requiring a public debate.
The RCMP oath of secrecy can undoubtedly be considered a reasonable limit to an RCMP member’s freedom of expression if it is enforced in a manner that is designed to protect legitimate interests but it cannot serve to prevent public scrutiny of wrongdoing on the part of the Force.

Please accept this letter as a complaint to the RCMP Public Complaints Commission regarding the conduct by the RCMP of its investigations into the smuggling of cigarettes into Canada in the early 1990s.
Our complaint stems from the failure of the RCMP to meet its responsibilities to adequately investigate the contribution of tobacco companies and their senior managers to the widespread exporting and illegal importing of smuggled cigarettes.
Given the decade which has passed since smuggling was identified by the RCMP as a pressing issue, and the importance of restoring the public health policies undermined by smuggling, we request that this investigation be conducted as quickly as possible.
