From that moment we are trying to see the way in which the public television could adaptate itself to the ghange imposed by the implantation of new technologies and the new concept that implies the technologic revolution in which we are.
Equally it is not less true the existence of fears that come from the sensation of "land of nobody" that impregnates the technologic adaptation, and that is specially complicated for those persons and professionals who live directly with the consequent changes, and at a big velocity.
The resulting sample of RTVE will be taken in two atmospheres of collecting datum: the RTVE Institute, as a permanent formative center, and the concrete place of work in RTVE, where people will be interviewed.

UNI : Manifesto for the future of RTVE, in defence of Public Broadcasting
The emergence of private television networks, coupled with non-observance or neglect of the founding principles on which RTVE was built, has resulted in its current financial weakness to the advantage of private interests, and has also led to the debasement of its programmes.
Today all public broadcasting networks in Europe –; with the exception of the Spanish one – are subsidised by the state which, in most cases, covers over 60% of their budget.
The first prerequisite for this is to ensure that RTVE does not disappear, is not downsized, and can rely on a stable source of public funding.

The study which has been commissioned by RTVE has taken in account the experiences of other European public broadcasters: the British (TV license fee, no advertising), Portuguese (financed by the government through special contracts) and the Greek model (viewers pay a TV tax through their electricity bills).
However, López-Amor made it clear that RTVE is not pressing the government to adopt the TV license fee and added that personally he is against the idea, because the "Spanish mentality is not prepared for such a solution".
This means that RTVE will be able to transmit all official as well as friendly games, both nationally as well as world-wide, via its international satellite channels.

In 1992, Telecinco and Antena 3 lodged to the Commission a complaint alleging State aid in favour of RTVE and of the seven regional broadcasters.
The complainants allege that the public broadcasters receive financial support from the State in excess of the costs incurred for the fulfilment of the public service obligations, and use such funding to put in place commercial practices distorting competition.
Also, it was not possible to assess whether the public funding received by RTVE and the regional broadcasters was proportionate to the costs deriving from such obligations.

The No-Do archive is an important asset of RTVE, that is often mined for nostalgia programs.

Remaining RTVE finance would come from program sales and merchandising, and government subsidy, drawn from Spain's general budget, capped at a maximum 50% of RTVE's budget.

"An essential aspect of the crisis in which RTVE is immersed is down to its news policy, which is burdened by serious reproaches for bias and which has even provoked unprecedented judicial resolutions, such as that derived from the coverage of the general strike on 15 July 2002.
RTVE treats its audiences as idiots, and seems to believe that its mandate is to foment further idiocy in the nation, to get it to unlearn the democratic values it's spent the last couple of decades struggling to absorb.
Even RTVE's recent showcase series, an ambitious history of Spain from its origins called Memoria de España, rarely rises, from the brief extracts I've seen, above the level of an educational, made-for-school history video.

Orbe Cano was also interested in providing an institutuional framework for RTVE (according to him, the company existed on the fringes of illegality), but the assassination of Carrero Blanco touched off a political crisis of which RTVE was a true reflection, to the point of being a victim of opposing interests.
This could be seen in its belligerent attitude during the executions of members of ETA and FRAP and during the October 1, 1975 rally, which was the last to occur during the dictatorship.
