Rwanda and Burundi were ceded to Germany and administered as a joint colonial territory.
Rwanda had been given independence before Uganda, and the early Tutsi outcasts saw history played out in 30 years of Uganda's history, from independence from Britain, to a fledgling democracy, and on to Idi Amin and successive military overthrows.
Rwanda at that time had a seat on the Security Council and its ambassador argued that the claims of genocide were exaggerated and that the government was doing all that it could to stop it.

In pre-colonial Rwanda, the Tutsis had dominated the small Rwandan aristocracy, but ethnic divisions between them and the majority Hutus (at least 85 percent of the population in 1999) were always fluid, and the two populations cannot be considered distinct "tribes." Nor was inter-communal conflict rife.
Rwanda may in fact stand as the paradigmatic example of "genocidal rape," owing to the fact that many of the Tutsi women who were gang-raped have subsequently tested positive for the HIV virus.
In Rwanda itself, some 120,000 people were jailed on allegations of participation in the genocide, and thousands died in the brutal and unsanitary conditions of the jails.

The Rwanda area had been dominated by hunter gatherers (the Twa) since 1000 A.D. Hutu speakers began to settle in the area, with farms and a clan-based monarchy that dominated the Twa.
Unaware of the “Hutu” contribution to building Rwanda, the Europeans saw only that the ruler of this impressive state and many of his immediate entourage were Tutsi, which led them to assume that the complex institutions had been created exclusively by Tutsi.
The Rwanda example then, is both an example of how media was used to push a propaganda of hatred for the purpose of genocide, but also how understanding the issue was typically explained in simplified terms omitting many of the deeper causes, which are also common contributing causes of problems elsewhere in the world.
