The Scottish Parliament was established as the national unicameral legislature of Scotland by the Scotland Act 1998, and held its first meeting as a devolved legislature on 12 May 1999.
Under the Parliament Act, if the House of Commons passes a public bill in two successive sessions, and the House of Lords rejects them both times, then the Commons may direct that the bill be presented to the Sovereign for his or her Assent, disregarding the rejection of the Bill in the House of Lords.
Parliament controls the executive by passing or rejecting its Bills and by forcing Ministers of the Crown to answer for their actions, either at "Question Time" or during meetings of the parliamentary committees.
