This project consisted in the transformation of an open sea (the Zuiderzee) into a closed lake (to be called the IJsselmeer), by means of a 30 km long dike (the Afsluitdijk).
The Afsluitdijk would protect the Zuiderzee area from the flooding that occured regularly.
(The catastrophic floods of 1916 had convinced the Dutch Parliament of its necessity.) But by closing off the Zuiderzee, the tidal movement in the Waddenzee, to the North of the Zuiderzee, would intensify and this might severly increase the risk of floods in that area.

  Zuider Zee
The Zuider Zee (Dutch: Zuiderzee) was a former shallow inlet of the North Sea in the northwest of the Netherlands, extending about 100 km inland and at most 50 km wide, with an overall depth of about 4 to 5 meters and a coastline of about 300 km.
In the 20th century the majority of the Zuiderzee was closed off from the North Sea (leaving the mouth of the inlet to become part of the Wadden Sea) and the salt water inlet changed into a fresh water lake called the IJsselmeer (IJssel-lake) after the river that drains into it.
Contained within the Zuiderzee were four small islands, the remains of what were once larger islands or peninsulas connected to the mainland.

Located in the centre of the country, at the location of the former Zuiderzee, the province was established on January 1, 1986; the twelfth province of the country, with Lelystad as its capital.
After a flood in 1916, it was decided that the Zuiderzee, an inland sea within the Netherlands, would be closed and reclaimed.

The concept of making the Zuiderzee more docile had first originated in the 17th century, but the ambitious solutions sought then were not possible given the technology of the time.
The second half of the 19th century saw the emergence of the first feasible plans, with the primary objectives being improved protection from the open sea and the prospect of valuable new agricultural land.
Opposition came primarily from fishermen along the Zuiderzee who would lose their livelihood, but also from other people living in coastal areas along the more northerly Wadden Sea, fearing higher water levels as a result of the closure, as well as those who doubted whether it was financially possible in the first place.
